Summary
On Halloween, the masked serial killer known as the Riddler kills Gotham City mayor Don Mitchell Jr. Bruce Wayne, a reclusive millionaire who has been active as the vigilante Batman for the past two years, works with the Gotham City Police Department (GCPD) to investigate the murder. Batman receives a note from the Riddler, which Lieutenant James Gordon finds. Commissioner Pete Savage is killed by the Riddler the next night, and he leaves Batman another note.
Gordon and Batman find that the Riddler placed a thumb drive with pictures of Mitchell and Annika Kosolov inside the Iceberg Lounge, a nightclub run by Oswald "The Penguin" Cobblepot, the lieutenant of criminal lord Carmine Falcone. Batman discovers that Annika's flatmate, Selina Kyle, works at the club while the Penguin claims ignorance.
